<p>The county have posted their endorsement list from their May 18th Endorsements meeting &#8211; you can find the list at this link: http://snocodems.org/endorsements/</p>



<p>We have resubmitted our date preferences for the fair &#8211; we did alter it slightly. Aug 25th, 24th and 29th have been submitted. Hope to know which date we get by the next board meeting.</p>



<p>This last board meeting primarily focused on the County By-laws overhaul, Standing rules and special rules. All that was presented were proposed changes on a working document.</p>



<p>A summary of these changes include:</p>



<p>-Clarification of membership definitions, dues, definition of loss of membership, add privacy language, and ban on sharing membership lists. -Officer definitions refined &#8211; by eligibility, vacancies, and duties. -Parliamentarian language stripped out. -Meetings redefined and methods of notification.  -Executive board and committees redefined. </p>



<p>The standing rules materialized from a list of things that were stripped from the by-laws and these rules would take a simple majority to suspend. Things like budget, communications, and endorsements would become standing rules.</p>



<p>Special rules &#8211; which take a 2/3 majority to suspend included debate rules and endorsement consideration parameters.</p>

<p>The May 2019 General Business Meeting of the Washington State 21st Legislative District Democratic Party Organization took place on May 15, 2019, at the Mukilteo City Hall.</p>



<p><strong>Acceptance of the Minute from the Last Meeting</strong><br>The minutes were accepted without objection.</p>



<p><strong>Adoption of the Agenda</strong><br>The agenda was adopted without objection.</p>



<p><strong>Guest Speakers</strong><br>Our featured speaker for the evening was State Senator Marko Liias. He spoke to the members about recent successes and future goals in Olympia. He also answered several member questions.<br><br>Other guest speakers included candidates for local office, including:<br>Jennifer Gregerson, candidate for Snohomish County Council, position #2;<br>Gene Hart, candidate for Washington State Governor (in 2020);<br>Tyler Verda, candidate for Snohomish County Council, position #2;<br>Richard Wright, speaking on behalf of his wife Stephanie Wright, candidate for Snohomish County Council, position #3;<br>Louis Harris, candidate for Snohomish County Council, position #2;<br>Jenna Nand, candidate for Edmonds City Council, position #4;<br>Willie Russell, candidate for Snohomish County Council, position #3;<br>Riaz Khan, candidate for Mukilteo City Council.</p>



<p><strong>Officer&#8217;s Reports</strong><br>Treasurer David Chan read the account balances and discussed upcoming expenses, such as the LD caucus.<br><br>Chair Sharon Holt extended special thanks to the Secretary, Neil Shafer-Ross, for his recent hard work on behalf of the LD. She also mentioned that certain appointed positions in the LD are still vacant, and asked for any volunteers for Parliamentarian, Deputy Treasurer, Young Democrats Liaison, Backup Secretary, and Backup Sergeant at Arms. Sharon&#8217;s full report can be read here: <a href="http://test.21dems.org/chairs-may-report/">http://test.21dems.org/chairs-may-report/</a><br><br>Secretary Neil Shafer-Ross had no report, other than to point out that his laptop had experienced a technical problem, and as a result his notes would not be as comprehensive as usual. He encouraged officers to digitize their reports, for easy linking from the minutes.<br><br>State Committeeperson Shaun Olsen reported on a recent procedure change at the state committee: despite Shaun&#8217;s objections, the state committee has stopped publishing the &#8220;where as&#8221; portion of resolutions, and is only publishing the &#8220;therefore&#8221; sections.<br><br>County Committeeperson Rose Andrews reported on recent events at the county committee, including the resignation of the Fair Committee chair. Her full report can be read here: <a href="http://test.21dems.org/county-committee-report-may-2019/">http://test.21dems.org/county-committee-report-may-2019/</a><br><br>Sue Nicholls, the newly confirmed Chair of the Fundraising Committee, reintroduced an idea from last year to hold &#8220;mini silent auctions&#8221; every month as a way to raise money. These would involve small gifts in kind from LD members, that would then be auctioned off.<br><br>Clare Van Hollebeke, Chair of the Endorsements Committee, reminded the members of the upcoming Special Endorsements Meeting on Sunday, May 19, starting at 4:00 PM, also at the Mukilteo City Hall.</p>



<p><strong>New Business</strong><br>During her officer&#8217;s report, Sharon informed the members that two members of the Fundraising Committee, including Chair Roger Pence, had resigned. Sue Nicholls had volunteered to become the new Chair of the Fundraising Committee, an appointment which required confirmation by the body. Sue Nicholls was confirmed as Chair of the Fundraising Committee without objection.</p>



<p><strong>Old Business</strong><br>Al Apodaca, Vice-Chair and PCO Coordinator, is interested in holding PCO training sessions with any interested PCOs in the LD.<br><br>The meeting also went into Executive Session briefly to discuss an internal matter.</p>

<p>We have accomplished a lot so far this Spring, building a strong and effective team.  The 21st Legislative District is gearing up to lead the way electing excellent candidates in the upcomingAugust Primary. <br><br>We look forward to working with you, and our team of 21st LD PCOs &amp; members, as well as the WA State Dems &#8216;Rise and Run&#8217; staff to accomplish this goal.  Together, we will promote voter registrations, and canvass our local and neighboring districts in order to make connections that resonate with our voters.  </p>



<p>To get there, in the next period, we will be coordinating a number of relationship building opportunities &#8211; We will be <br>holding some new training sessions; actively listening and sharing our New Democratic Platform knowledge as we go door to door; hosting collaborative Debate Watch parties; scheduling some fun events &amp; fundraising activities.  We will be making an impact in each relationship we establish.  It is all about the people we connect with.  One person at a time.</p>

<p>The County is conducting their Endorsements Meeting May 18th at 10 am at the Everett Labor Temple.</p>



<p>The chair of the Fair Committee has stepped down, so Laura Hathaway and Bill Phillips have stepped up. We have submitted our Fair Date preferences, but have not heard back with confirmation. Those dates are August 25th, August 24th and August 30th. This body needs to decide what we want to do to raise money for the LD at the Fair. *Note &#8211; the county does own a button maker. We would have to buy the button supplies, but we could potentially set up a make your own button station. We need volunteers for the booth.</p>



<p>Does the 21st want to sponsor a table at the County Gala this year?</p>



<p>The county has a new corresponding secretary &#8211; Tiffany Kelly.</p>

The Endorsements Committee of the 21st LD Democratic Party Organization met on April 13. There was a quorum of three members present: Chair Clare Van Hollebeke, Neil Shafer-Ross, and Larry McIntosh. Ex officio member Sharon Holt was also present.</p>



<p>There was a motion to allow Niko Battle and Christine Awad Schmalz to remain part of the Endorsements Committee, with the provision that they recuse themselves from voting on any endorsement where they may have a personal or financial conflict of interest. The motion was seconded. There was no debate. The motion passed without objection. Niko and Christine will be welcome to remain members of the Endorsement Committee, provided they recuse themselves from any vote where they have a conflict of interest. <br><br>There was a motion to name Neil Shafer-Ross the Vice-Chair of the  Endorsements Committee. It was seconded. There was no debate. The motion  passed without objection. Neil Shafer-Ross is now the Vice-Chair of the  Endorsements Committee.<br><br>End of business.  </p>

<p>The April 2019 General Business Meeting of the Washington State 21st Legislative District Democratic Party Organization took place on April 17, 2019, at the Edmonds Center for the Arts.</p>



<p>The meeting came to order at 7:02 PM. It opened with a flag salute.</p>



<p><strong>Acceptance of the Minutes from the Last Meeting</strong><br>The first order of business was the acceptance of the minutes from the last general business meeting, which was held on March 20, 2019. The minutes were accepted without objection. <p><strong>Adoption of the Agenda</strong><br>The next order of business was to adopt the agenda for the current meeting. Certain amendments were suggested by Chair Sharon Holt, to better accommodate expected special guests for the evening: specifically, the Old Business, which in the prepared agenda was placed after New Business, would be moved forward and addressed first. <br><br>There was also a motion to remove New Business, sections 9.2 and 9.3, from the agenda, on the basis that insufficient notice was given regarding those items; however, that motion was not seconded, and therefore failed.<br><br>The was a motion to adopt the agenda as amended by the Chair, and it was seconded. <p><strong>Guest Speakers</strong><br>Guest speakers for the meeting included several candidates for county and municipal offices, who spoke in favor of their own candidacy and requested endorsement when appropriate. The candidates who spoke were Garth Fell (candidate for Snohomish County Auditor), Jenna Nand (candidate for Edmonds City Concil), Susan Paine (candidate for Edmonds City Council), Megan Dunn (candidate for Snohomish County Council), and Louis Harris (candidate for Snohomish County Council).<br><br>Our first featured speaker of the evening was Marcia Stedman, a representative of Health Care for All Washington (HCFA-WA). She spoke on pending legislation (HB 1104) which, among other things, would set up a work group to explore how to guarantee health care coverage for all residents of Washington State. <br>In addition, she explained the difference between the organizations HCFA-WA and Whole Washington, which have similar goals but different methods of achieving them. HCFA-WA has been around longer, and prefers to work through the legislative process, where as Whole Washington is a newer organization that prefers to work through the popular initiative process. The websites of both organizations are below.<br> <a href="https://www.healthcareforallwa.org/">https://www.healthcareforallwa.org/</a> <br> <a href="https://wholewashington.org/">https://wholewashington.org/</a> <br><br>Our second featured speaker was Congressman Rick Larsen, who represents Washington&#8217;s 2nd Congressional District, which overlaps with the 21st Legislative District. Congressman Larsen spoke about recent and future actions by the US House of Representatives. He paid particularly close attention to the House Aviation Subcommittee, of which he is Chair, and which is involved in critical oversight actions regarding the Boeing 737-MAX airplane design, which has been implicated in two tragic airline crashes over the past few months.<br>(Congressman Larsen actually spoke after the Officers&#8217; Reports, but is listed here under Guest Speakers for ease of reading)</p>

The Latino Caucus is asking for financial support, and is ready to work with anyone who wants to know more about them.<br>State Committeeman Shaun Olsen made a brief report of the most recent Washington State Democrats meeting. The State Committee&#8217;s official summary of that meeting can be read here: <a href="http://test.21dems.org/wp-content/uploads/2019/05/FINAL-April-State-Committee-Meeting-Actions.pdf?x14422">http://test.21dems.org/wp-content/uploads/2019/05/FINAL-April-State-Committee-Meeting-Actions.pdf?x72192</a><br><br>Second Vice-Chair Niko Battle also attended the Washington State Democrats meeting, since he is a State Committeeman from the Snohomish County Democrats. He gave a brief summary of that meeting, and also reminded the 21st LD that we have yet to appoint a liaison to the Snohomish County Young Democrats. <br><br>Clare Van Hollebeke, Chaire of the Endorsement Committee, brought the membership up to speed on recent developments of that committee, including recent votes to name Neil Shafer-Ross Vice-Chair of the committee, and to adopt a rule that committee members must recuse themselves from voting on any race where they may have a conflict of interest.</p>



<p><strong>Old Business</strong><br>The meeting went into Executive Session, to discuss a matter of internal discipline.</p>



<p><strong>New Business</strong><br><br>Because we have migrated our website to a new server, under our exclusive control, it is now necessary to pay the sum of $33 a month to maintain the website. There was a motion to authorize this sum for that purpose. It was seconded. There was no debate. The motion was passed.<br><br>There was a motion to amend the bylaws top make two changes: Robert&#8217;s Rules of Order will no longer be our only mechanism for disciplinary action, and the organization will adopt full reporting with the Washington State Public Disclosure Commission. Because this is a bylaws amendment, only PCOs are eligible to vote. There was no debate. The motion passed unanimously.<br><br>There was a motion to adopt a special rule of order that the Code of Conduct Disciplinary Procedures will be our preferred disciplinary procedures, in preference to Robert&#8217;s Rules (which we still have the option of using). Information was shared regarding the new Code, but there was no debate. The motion was passed unanimously.<br><br>There was a motion to postpone indefinitely the agenda item &#8220;PCO Training,&#8221; which was item 11 on the posted agenda. The motion was seconded. There was no debate. The Motion passed unanimously.<br></p>



<p><strong>Adjournment</strong><br>There was a motion to adjourn. The meeting was adjourned at 9:16 PM.</p>

<p>First Vice Chair</p>



<ol><li> Sent email to all Committee Chairs and offered training on how to post meetings, events and calendar items on the 21dems.org web site.  Committee Chairs should use this site to communicate with their committee members and all membership of the 21st regarding upcoming meetings and events.</li><li></li></ol>



<p>PCO Coordinator</p>



<ol><li>Sent email to all PCOs and offered training on how to create walk lists for their precincts, how to load walk lists on the MiniVan app, how to use, Minivan, and how to canvass neighborhood voters in their precinct.</li><li>Provided one PCO 1:1 Votebuilder / canvassing training session.</li><li>Contacted all PCOs on upcoming opportunities on how to learn about issues and candidates.</li><li>Currently we have 53 PCOs.  But we have about 140 precincts to cover.  We are enlisting you help to recruit new PCOs for precincts that are not represented by a PCO.</li></ol>
